Governor of Borno State, Prof. Babagana Umara Zulum on Monday inaugurated two committees to complete ongoing reconstruction works and facilitate the full restoration of civil authority comprising policemen, civilian JTF, local government officials and magistrate courts in six towns located in Marte and Gwoza local government areas.
The two committees, which have security officials amongst members, are to undertake resettlement at Marte in northern Borno as well as Ngoshe, Kirawa, Hambagda, Ashigashiya and Warabe in Gwoza LGA of southern Borno, but after all safety measures and essential public services are put in place.
The committee on Marte is chaired by Borno’s Commissioner for Reconstruction, Rehabilitation and Resettlement (RRR), Engr. Mustapha Gubio while Gwoza’s is chaired by Commissioner for Housing and Energy, Engr Yuguda Saleh Vungas. Members also include representatives of communities and humanitarian actors.
“The committee’s are to continue with rehabilitation and reconstruction work in Marte and Kirawa /Ngoshe, to undertake palliative repairs of Marte and Ngoshe/Kirawa roads in collaboration with the men of the Nigerian Army, to put in place all requirements that will ensure safety of lives and properties of returnees, to facilitate the establishment of civil authorities on ground, to identify IDPs willing to return home and to address any other matter that is incidental to the smooth return and safety of lives and properties of the returnees” Zulum said at the government house, venue of the inauguration.
The governor explained that Borno’s resettlement drive is aimed at helping citizens pick up the pieces of their lives and move on, after many years of displacement.
The Governor assured that Government will help the returnees to engage in agricultural and other economic activities that will make them self-reliant and be meaningful members of the State.
Zulum also decried the high level of poverty in Borno, particularly within the IDPs, which he said the insurgents took advantage of, to recruit a lot of able bodied youths in the state.
…Don’t force anyone, don’t be be hasty, governor says
Governor Zulum said during the inauguration that he was very mindful of the security situation in the state as such he tasked the committees to carry out their duties without haste.
“We should not be in haste, we should not force anyone to return. There is an increasing demand from the IDPs to return home, don’t force anyone” the Governor said.
Responding on behalf of both committees, Engr Gubio, the RRR commissioner, assured they would all put in their best in discharging the assignment.
Zulum praises Baga committee
Meanwhile, Governor Zulum has commended Baga committee for setting a good precedent. He also commended the Nigerian Military for supporting the resettlement drive.
The governor directed the committee to liase with the Nigerian military to see the possibilities of returning people to Mairari and Kareto.

There was a directive from the Governor that, all forms of protest should stop and at about 4pm yesterday been 19th Oct 2020, a group of Christian’s were staging a procession and my attention was drown by the Divisional Police Office (DPO) Ayigba of which the protesters were advised to return to their churches to avoid the protest being hijack, it’s on this note that the police peacefully escort them to the church and return back to their station.
Prince Isahq is a member of peace and security committee Council which Christian Association of Nigeria (CAN) Dekina LGA branch has its representatives, the plot of land hosting CEFN church, Ayigba was his family land that was given to the church and both Christian, Muslim and other religions have been living together perfectly peaceful for ages. He urges the general public, most especially the christian community in the area to disregard the media propaganda of mischief makers.
The directive of His Excellency, Alhaji Yahaya Bello for no protest of any form still remain valid and subsisting till further notice and advice the public to go about their normal business. Thank you and remain peaceful.
IGP Confirms SWAT Training Begins Monday, Lists qualifications
The Inspector-General of Police, Mohammed Adamu, has confirmed that training for the newly-created Special Weapon and Tactics Team (SWAT), will begin on Monday.
Adamu, on Sunday, also listed the qualifications of officers to be trained in the new police tactical team to replace the disbanded Special Anti-Robbery Squad (SARS).
The IGP, in a statement signed by the Force Public Relations Officer, Frank Mba, insisted no ex-SARS operatives were shortlisted in the SWAT team.
According to him, “the officers selected for the training are young, smart and energetic officers who have acquired not less than seven years working experience with clean service records – no pending disciplinary matters, no record of violation of rights of citizens or misuse of firearms – and are physically fit to withstand the rigour of SWAT Training and Operations.
“The selected officers shall be subjected to physical fitness test, medical and toxicology screening etc and those found to be unsuitable shall be discharged.”
Adamu promised Nigerians that the SWAT team “will operate within very high professional and ethical standards, rule of law and dictates of best international policing practices.”
Lagos CP, Hakeem Odumosu Charges ACs, DPOs To Partner With Community Leaders To Police Effectively
The Commissioner of Police , Lagos State Command, CP, Hakeem Odumosu, has admonished the Area Commanders and Divisional Police Officers in the state to incorporate their respective community leaders into action plans for effective service delivery.
In a statement by SP Olumuyiwa Adejobi (mnipr) Police Public Relations Officer Lagos State Command Ikeja said the Commissioner of Police made the call while addressing the senior officers at the command headquarters on Friday.
He pointed out that with the ongoing #EndSARS protests and security challenges associated with ember months activities, there is need to involve community leaders and stakeholders in the security arrangement in order to police the nooks and crannies of the state.
Following the Commissioner’s of Police admonition, the Area Commanders and some Divisional Police Officers in the State have organized security summits, town hall meetings to address security needs of their areas.
For the general safety of some volatile areas on the island, the Area Commander Area A, Lion Building, ACP Bode Ojajuni, has organized a security summit, on 15th of October, 2020, held at the Holy Cross Cathedral Church Lagos.
The summit had in attendance religious leaders, leaders of Hausa, Yoruba and Igbo communities, security agencies, students and women, while issues bothering security of the entire area were critically looked into, including the management of the ongoing protests in the state.
The Area commander told the participants to catalyse provision of adequate security for all and sundry through the concept of Community Policing and robust partnership across board in the area.
The leaders and stakeholders appreciated the Area Commander for his initiative particularly at this challenging period and promised to be involved in effective policing of the entire area and Lagos State in general.
The Commissioner of Police has also requested for regular updates on such moves or strategies geared towards better service delivery vis-a-vis robust intelligence-led policing and public safety, from the entire fourteen area Commnads across the state
