Kogi Local Council Clerks Warned Against Illegalities.

The Clerk, Kogi State House of Assembly, Alhaji Ibrahim Isa Amoka has warned the Clerks of local government councils against engaging in unconstitutional acts in the discharge of their duties.
Alhaji Amoka handed down the warning on Wednesday at a workshop organised by the Ministry for Local Government and Chieftaincy Affairs in collaboration with a consultancy firm, Equity Promotion Nigeria limited, to acquaint Local Council Clerks with legislative duties at the grassroots level.
In the lecture he delivered at the workshop, ” The role of the Clerk in a legislature “, Alhaji Amoka warned the LGC Clerks to be very careful with elected members in the Council to avoid being lured into acts that are detrimental to standing rules, local government laws and the constitution of the Federal Republic of Nigeria.
He cautioned against connivance or succumbing to pressure from the politicians and Council leaders to circumvent laid down rules as such acts are not only illegal, unconstitutional, but capable of igniting social, economic and political crisis .
While reminding them to be career civil servants employed by the Ministry for Local Government and Chieftaincy Affairs, the State Assembly Clerk urged them to wield enormous power of their office to take full control of their Legislative activities as enshrined in the laws.
Amoka also advised that as the Chief accounting officers of the legislative arm and signatories to all resolutions, motions, memos, transactions and communication with the Executives, the Clerks should not allow themselves to be manipulated into illegalities.
In another paper presented at the workshop by Barrister Bamidele Suru a former Commissioner in Kogi state, focussed on budgeting, the statement of revenue and expenditure.
Barrister Suru informed the participants of the significance of a realistic budget as well as the constitutional jurisdictions of the various tiers of government, federal, state and local governments.
He said revenues are categorized in accordance with the level of government and not every revenue is accrue able to the local government councils . The revenue for the state and Federal governments should not be included in the local government council budget.
According to the lecturer, on no account should the local governments execute projects belonging to the state or federal governments, unless on agreement with the relevant authority for a refund.

He however commended Kogi state Governor Alhaji Yahaya Bello for his courage in endorsing the public procurement law, fiscal responsibility law and pension commission among other necessary laws.

Hon Shafa urges women to contribute positively to nation building.


Member representing Toto/Gadabuke Constituency at the Nasarawa State House of Assembly, Hon Usman Labaran Shafa, has admonished the isanayisi women’s association Shafa Abakpa community of his constituency to be service-oriented and contribute positively to the growth of Toto local government area,the state and Nigeria at large.
This, the lawmaker said, was to ensure speedy development of the area and for their names to be written in Gold.
Shafa, who is the House Comittee Chairman on Health gave the task while addressing Isanayisi Women’s Association of Shafa Abakpa community, Toto Local Government Area of the State during the association’s annual celebration and presentation of gifts to members.
He said that the sustainable development of the state is a collective responsibility of all, hence the need of his call in that direction.
He congratulated the President of the association, Hajiya Aishatu Adamu while charging the members of the association to be responsible, service-oriented, upright, loyal to their leaders for societal development.
He appreciated them for initiating such programme that annually they save and purchase items for their members for domestic use and be self reliance urging them to participate fully in politics.
According to him, government as an institution will make provision for an enabling environment, the private sector will work more on investment while all of us we have the responsibilities of contributing our quota to the development of our community, the state and the country at large.
He assured the association of his continued support to its policies and programmes to succeed.
The lawmaker charged the officials of the association to continue to be up and doing in initiating good policies and programmes that would have direct bearing on the lives of its members and other people of the community.
He urged the members of the association to support government policies and programmes in order to enjoy more dividends of democracy.
The House Committee Chairman urged the women and other people of his constituency to live in peace and be their brother’s keepers for the overall development of the area and the state at large.
Earlier, the President of the association, Hajjiya Aishatu Adamu, said that the association was established in order to promote peace and unity among its members for the overall development of the area and the state at large.
She presented a gift onbehalf of the association to Hon Usman Labaran Shafa as their own unique way of saying thank you to him for his contribution to humanity.
Items distributed to members of the association as part of their annual take home are cooking gas, pots and chairs among others.

The women of Toto Local Government Area of Nasarawa State, precisely Shafa-Abakpa women association has been commended for their initiative and commitment geared towards growth and community Development.

Speaking at a program to launch Isanayisi Women Association Shafa-Abakpa, the lawmaker praised the peaceful manner the women folk using the platform to promote peace, togetherness and attract meaningful developing to the community.
According to Hon. Shafa rapid growth and sustainable development of the state is a collective responsibility of every indigene including the women.
He urged the women group to be committed to the association cause in order to succeed in their set goals, adding that they have written their name in gold.
He said efforts are going to get more women involved in governance and call on them to continue to render their unflinching support and loyalty to the present administration which he described as the government of the women.

Hon. Shafa said he was a former Vice Principal in GSS Shafa abakpa, which he said the cordial relationship between him the of the community has made him one of their sons, while charging the women leader of Isanayi association to move on and do more for the people.
Hon. Shafa who is chairman House Committee on health matter and also Chaired the occasion donated the sum of 50,000 naira as part of his personal contribution to the association. He said his door is always open to accommodate constructive advise from any angles that may uplift the standard of Toto/Gadabuke constituency.
He assured the people of Shafa Abakpa of his maximum support and that his commitment for a better Toto LG is on course.
The event had in attendance the State Commissioner for Health, Hon. (Pharm) Ahmed Baba Yahaya, dignitaries across Toto LG and stakeholders in the area.
In her remark, President of the Isanayisi association, Hajiya Aishatu, thanked the lawmaker and all invited guests for coming down to Identify with them, saying their presence at the occasion contributed hugely to the success of the event.
While showing her open love and appreciation on behalf of the women group presented Hon Usman Labaran Shafa with a gift item as part of their unique way of honouring their guest.

Enyezi Community Decries The Lack Of Social Amenities, Umar Oseze Appeals To Govt., Relevant Agencies

Enyezi Community is situated within Toto district of the Local Government Area. It is a about 7 kms drive from the LG headquarters.
The community has existed for many years with a reasonable population of cohabitants.
Most worried part is the fact that despite the closeness of this community to the council headquarters, the inhabitants who are predominantly farmers are faced with challenges of accessibility to basic social amenities such as potable drinking water.
As result of lack of accessible amenities like the area had caused untold sufferings to members of the community particularly, the pregnant women.
Speaking in an interview with Globaltimesnigeria.com, the youth leader in the area, Comrade Umar Oseze expressing worries over the unfortunate situation they find themselves called on the government and relevant agencies to come to their aids.
He also appealed to relevant agencies to fence the school and provided the community with primary healthcare among other.
“It is really disturbing that despite our proximity to Toto we find ourselves cut off from these social amenities. Our community has existed for years. We want to feel the dividend of democracy. Our women are suffering going through distance kilometers before accessing potable drinking water, ”
He commended the lawmaker representing the constituency, Hon. Usman Labaran Shafa for his effort and immerse contribution towards the development of the area.
