Ortom: A Champion for Nigeria’s North Central Region
By Barnabas Agashua
In a nation confronting multifaceted challenges, Chief Samuel Ortom, the former Governor of Benue State, has emerged as a symbol of hope and a resolute advocate for justice, equity, and fairness.
In 2019, Ortom initiated a call for the establishment of the North Central Development Commission (NCDC).

His call came at a time when many failed to recognize the significance or urgency of his appeal, but the Guma-born humanitarian remained undeterred by the lack of support and interest from other stakeholders.
The North Central Development Commission advocacy begun by Ortom did not only underscore the dire circumstances facing the region but also highlighted his commitment to addressing the pressing issues of marginalization and underdevelopment in the region. With the recent signing of the NCDC law by President Bola Tinubu, Ortom’s prophetic vision has now materialized, marking a pivotal moment in the quest for justice and equity in Nigeria.
A Region in Crisis:
The North Central region of Nigeria, encompassing Benue, Kogi, Kwara, Nasarawa, Niger, and Plateau States, has long been plagued by violence and instability. Over the past decade, the region has suffered sustained attacks by armed herders, bandits, and other criminal elements, resulting in thousands of deaths and the displacement of millions of people. The destruction of homes, schools, hospitals, and farms has left communities in despair, grappling with the aftermath of violence and neglect. Amidst this turmoil, Ortom’s call 6 years ago for a dedicated commission to address these challenges was not only timely but also necessary.
Ortom’s Vision: A Call to Action
When Ortom articulated the vision for a development commission to rehabilitate the traumatized people of North Central, he recognized that the establishment of the North Central Development Commission was not just a matter of administrative restructuring; it was a moral imperative. He drew comparisons to the North East Development Commission, arguing that the North Central region, which had experienced comparable levels of violence and destruction, deserved similar attention and resources. His plea was rooted in a profound understanding of the region’s plight and the urgent need for reconstruction and rehabilitation.
Ortom stated, “If today we have the North East Development Commission, we should also have the North Central Development Commission, because the level of killing, looting, and destruction of property in Benue state and other parts of the North Central is actually more than what you have in the North East where you have a commission.” His words were not merely rhetorical; they were a rallying cry for justice, equity, and the restoration of hope.
Advocacy Against Marginalization
As an anti-marginalization crusader, Ortom’s advocacy transcended party politics and regional divides. He sought to elevate the voices of the marginalized and shine a light on the injustices faced by his people. His persistent calls for the establishment of the NCDC were not just about rebuilding infrastructure; they were about restoring dignity and agency to a region that had long been neglected.
Ortom’s commitment to this cause was fueled by personal experiences and a deep empathy for the suffering of his people in Benue State who were under constant attacks by Fulani herders. He understood that beyond the physical destruction, there were psychological scars and a pervasive sense of helplessness among the people. Ortom’s advocacy was a clarion call for the Federal Government to recognize the urgent needs of the North Central region and to take decisive action.
A Reality Realized
The recent presidential approval for the establishment of the North Central Development Commission is a confirmation of Ortom’s foresight and relentless advocacy. It is a significant step forward in addressing the infrastructure deficits, security challenges, and social dislocation that have plagued the region. When it comes into existence, the NCDC will be expected to facilitate rural development, enhance economic empowerment, and rebuild the shattered lives of millions.

As the commission is set for establishment, it stands as a tribute to Ortom’s vision—a vision that saw the potential for transformation amidst adversity. His ability to foresee the need for a dedicated body to address the unique challenges of the North Central region has positioned him as a key figure in the ongoing quest for justice and equity in Nigeria.
A Legacy of Leadership
Chief Samuel Ortom’s journey from a local government Chairman, philanthropist, humanitarian, top party administrator, Minister, two-term State Governor – to an advocate for the marginalized people exemplifies the power of visionary and altruistic leadership. Ortom is indeed a man who saw tomorrow, and his legacy as an advocate for justice will continue to inspire generations to come.
