Otuaro Celebrates Dr. Okowa on Birthday, Commends Visionary Leadership and Legacy

As Dr. Ifeanyi Arthur Okowa marks his birthday today, former Deputy Governor of Delta State, His Excellency Dcn. Barr. Kingsley Burutu Otuaro, has joined well-wishers across the country in celebrating the former governor’s enduring legacy and contributions to public service.
