Why Organisational Policies Fail – Dr. Garba Explains

A senior lecturer with the faculty of communication and Media studies Formerly Mass communication, Dr. Suleiman Garba has called on Human resource professionals to play a more active role in addressing policy implementation challenges and bridging management gaps through strategic actions and emotional intelligence.
Delivering the keynote address at the official investiture and induction ceremony of the Chartered Institute of Human Resources and Strategic Management (CIHRSM) in Abuja, Dr. Suleiman Garba, emphasised that most organisational policies fail at the implementation stage due to unclear responsibilities and poor communication.
Dr. Garba highlighted the importance of strategic human resource management in eliminating policy gaps, stating that HR professionals must act as both interpreters and champions of institutional vision.
He stressed that HR is central to building functional collaboration and aligning staff responsibilities with organisational goals.
“Human Resources must move beyond routine operations to championing well-structured policy implementation stages that prevent bottlenecks and ensure clarity in communication,” he said.

Earlier, the Registrar of CIHRSM, Dr. Minna Onuomroba, urged the newly inducted members to approach their roles with emotional intelligence and strategic thinking. She noted that HR is not merely a title but a call to responsibility, urging the inductees to serve as mentors and problem-solvers within their organisations.
Dr. Onuomroba reiterated the need for HR practitioners to drive change and reshape the narrative of human resource practice in Nigeria.
