Oghenesivbe Admitted as ILPS Fellow

— Says knowledge of law and policy strategy strengthens institutional democracy

The Institute of Legal and Policy Strategy (ILPS) has admitted the Director-General of the Delta State Bureau for Orientation and Communications, Dr. (Barr.) Wilfred Latimore Oghenesivbe, into its Fellowship cadre, the highest membership status of the Institute.

In a letter dated January 19, 2026, and signed by the Registrar of the Institute and Associate Professor at the Nigerian Defence Academy, Prof. Elizabeth Aishatu Bature, the ILPS Governing Council stated that, after a thorough review of Dr. Oghenesivbe’s professional experience and academic background, he was found worthy of the honour.

The Institute of Legal and Policy Strategy is a professional body committed to the development of law and policy in Nigeria and across Africa, pioneering innovative legal and policy solutions through research, advocacy, and strategic governance.

ILPS is accredited by the Council of Legal Education, the Nigerian Advanced Institute of Legal Studies, and the Nigerian Bar Association, and is also actively engaged in public interest litigation to advance law and policy-making in the public interest.

“Following a careful assessment of your application, the Institute is satisfied that your professional standing, experience, and contributions align with the standards, values, and objectives required for admission into the Fellow cadre, the highest category of membership of the Institute,” the letter stated.

“As a Fellow of the Institute of Legal and Policy Strategy, you are entitled to all rights and privileges of the status. Congratulations,” Prof. Bature added.

Reacting to the development, Dr. Oghenesivbe expressed gratitude to the ILPS Governing Council for the honour and recognition, assuring the Institute of its unwavering commitment to the advancement of legal knowledge and policy strategy management.

He noted that sound knowledge of law and policy initiatives enhances the communication skills required to effectively articulate government policies and achievements within a constitutional democracy.

Dr. Oghenesivbe also thanked the Governor of Delta State, Rt. Hon. Sheriff Oborevwori, and the state government for sustained investments in human capacity development for civil and public servants, which he said had significantly improved productivity and service delivery across the state, adding that he is a direct beneficiary of such initiatives.

Dr. Oghenesivbe holds academic qualifications in several disciplines, including Law, Political Science, Public and International Affairs, Information and Strategy Management, Mass Communication, and Public Administration. He is currently pursuing his second doctorate degree in Mass Communication at Delta State University, Abraka.

The Director General of Delta State Bureau for Orientation and Communications, is an alumnus of the University of Lagos, Enugu State University of Science and Technology, the University of Benin, the Nigerian Law School, and LBUT Togo. He is a Barrister and Solicitor of the Supreme Court of Nigeria.

Oghenesivbe is also a member of the Ikeja Branch of  Nigerian Bar Association, the Nigerian Institute of International Affairs (NIIA), and several professional bodies in Nigeria, Europe, and the United States.

He’s widely travelled and happily married with children.
