Delta Bureau DG, Oghenesivbe Congratulates ICA Nigeria Chair, Prof. Okocha
The Director-General of the Delta State Bureau for Orientation and Communications, Dr. Fred Latimore Oghenesivbe, Esq., has congratulated the newly appointed Chairman of the International Communication Association (ICA), Nigeria Chapter, Professor Desmond Okocha.
Prof. Okocha and his team were inaugurated at the maiden National Conference of ICA Nigeria, held at Nile University, Abuja, from March 24 to 25, 2026. The conference, themed “Global Communication Shifts and Implications for Africa,” featured authors and presenters from ICA chapters across Africa and around the world, both virtually and in person.
In a goodwill message on Sunday, Oghenesivbe described Okocha as an erudite communication scholar who has made invaluable contributions to the growth of ICA Nigeria, working collaboratively with the immediate past pioneer Chair, Dr. Ekaete George.
He noted that Prof. Okocha’s rich academic background, extensive experience, and international engagements would positively impact the association’s growth and drive greater achievements. He also commended Dr. George for her three years of impactful leadership.

Prof. Okocha is a Professor of Journalism and Emerging Media and the pioneer Dean of the Faculty of Communication and Media Studies at Bingham University, Nigeria. He is a member of the Swiss-based International Panel on the Information Environment (IPIE) and the pioneer Chair of the United Nations Association of Nigeria (UNAN), Abuja Branch. He is also recognized as a scholar-practitioner of the Third Wave.
The International Communication Association (ICA) is dedicated to advancing the scholarly study of communication by promoting excellence in academic research worldwide. Founded over 50 years ago as a small association of U.S. researchers, ICA has grown into a global organization with more than 5,000 members across over 80 countries. Since 2003, it has been officially affiliated with the United Nations as a non-governmental organization (NGO).
The ICA Nigeria Chapter was inaugurated on March 24, 2023, at the University of Port Harcourt, hosted by Prof. Clifford Ofurum, Deputy Vice-Chancellor of the institution. The event attracted representatives from 11 Nigerian universities, the Federal Radio Corporation of Nigeria, and the Rivers State Ministry of Education. Chairs of ICA regional chapters in Indonesia and Kenya also participated.
Dr. Oghenesivbe commended the professional skills development initiative of ICA global, noting that modern technologies have made continuous capacity building essential to keep pace with emerging trends, particularly the evolving dynamics of artificial intelligence and emerging media.
