The House of Representatives has passed for third reading a bill seeking the establishment of a Federal College of Agriculture in Ovwor-Olomu, Ughelli South Local Government Area of Delta State, marking a significant legislative achievement for the lawmaker representing Ughelli North, Ughelli South and Udu Federal Constituency, Hon. Francis Waive.
The proposed legislation, titled “A Bill for an Act to Amend the Agricultural Research Council of Nigeria Act, Cap. A12, Laws of the Federation of Nigeria, 2004, to Provide for the Establishment of the Federal College of Agriculture, Ovwor-Olomu, Ughelli South, Delta State, and for Related Matters (HB.2681),” was presented for third reading by the House Leader, Hon. Julius Ihonvbere, before receiving the approval of the Green Chamber.
The plenary session was presided over by the Deputy Speaker of the House of Representatives, Rt. Hon. Benjamin Kalu.
With the House’s approval secured, the bill will now proceed to the Senate for concurrence before being transmitted to President Bola Ahmed Tinubu for presidential assent.

Reacting to the development, Hon. Waive described the passage of the bill as a major milestone in efforts to expand agricultural education, promote food security and stimulate rural economic development in Delta State and Nigeria.
In a statement shared on his official Facebook page, the lawmaker expressed optimism about the prospects of the proposed institution.
“The House of Representatives today passed my Bill for the establishment of the Federal College of Agriculture, Ovwor-Olomu. The Bill now goes to the Senate for concurrence,” Waive stated.
If eventually signed into law, the Federal College of Agriculture is expected to become a centre for agricultural research, vocational and technical training, innovation in modern farming and human capital development.
The institution is also projected to create employment opportunities, enhance agricultural productivity, equip young people with practical skills and contribute to sustainable food production in Delta State and the wider Niger Delta region.
Delta residents say the proposed college aligns with the Federal Government’s drive to strengthen agricultural education as part of broader efforts to diversify Nigeria’s economy and improve food security.
The latest legislative feat adds to Waive’s growing record in the National Assembly.
The lawmaker, who currently serves as Chairman of the House Committee on Rules and Business, previously sponsored the bill establishing the Federal Medical Centre, Ovwian, in Udu Local Government Area of Delta State, which has already received presidential assent.
In recent weeks, Waive has also continued to roll out constituency projects aimed at improving the welfare of residents.
Only days before the passage of the agriculture college bill, he inaugurated a free 24-hour broadband internet service in Obi-Ayagha Community, Ughelli South Local Government Area, to enhance digital connectivity, support education, encourage entrepreneurship and improve access to opportunities within Nigeria’s growing digital economy.
Political analysts believe the latest legislative success further strengthens Waive’s profile as an influential federal lawmaker and could boost his credentials as he prepares to seek a third term in the House of Representatives.
Supporters of the initiative have also described the proposed Federal College of Agriculture as a transformative project capable of stimulating local economic growth, promoting agricultural innovation and expanding educational opportunities for young Nigerians.
Should the Senate approve the bill and President Tinubu sign it into law, the institution is expected to become one of the key federal educational establishments serving Delta State and neighbouring communities.
