INVESTIGATION: FG Disowns ‘Presidential Foreign Intervention Promotion Council’, Declares Operations Fraudulent

Global Times Nigeria Investigation revealed that the activities of an organisation operating under the name Presidential Foreign Intervention Promotion Council (PFIPC), after the Federal Government formally declared that the body has no legal recognition and described its operations as unauthorised and fraudulent. An official communication from the Office of the Secretary to the Government of the Federation (SGF), addressed to the Executive Secretary of the Nigerian Investment Promotion Commission (NIPC), stated that investigations found no legal, administrative or executive instrument establishing the PFIPC as a government agency.

The letter, signed by M. S. Danjuma, Permanent Secretary (General Services), on behalf of the SGF, was issued in response to a request for clarification regarding the status of the organisation. According to the document, the Federal Government concluded that the PFIPC is “not a recognised body of the Federal Government of Nigeria.”

The letter further stated that investigations revealed the council “has no legal or administrative backing, nor was it established by any instrument of the Federal Government.” It added that “its operations are unauthorised and fraudulent.”

The development raises serious concerns over whether the organisation may have presented itself as a government-backed institution while dealing with investors, government agencies and members of the public.

The SGF’s office consequently directed the NIPC to disregard any engagement or correspondence from the PFIPC and advised the commission to notify the appropriate authorities should the organisation interfere with its statutory responsibilities.

The directive effectively distances the Federal Government from any activities, agreements, investment promotions or representations made in the name of the PFIPC.

The disclosure is expected to trigger wider scrutiny of the council’s activities, including whether individuals or organisations may have entered into transactions believing it to be an official government body. Legal experts say only institutions created through constitutional provisions, Acts of the National Assembly, executive instruments or other lawful government processes can legitimately claim federal status.

The Federal Government’s position also underscores the importance of due diligence by investors, businesses and public institutions before engaging organisations claiming presidential or federal authority. The NIPC, as the statutory agency responsible for promoting and coordinating investments in Nigeria, is expected to continue dealing only with duly recognised government institutions.

The latest disclosure may prompt further investigations by relevant law enforcement and regulatory agencies into the activities of the PFIPC, particularly if evidence emerges that the organisation represented itself as an official Federal Government institution or conducted business under that claim. As of the time of filing this report, there was no public response from the leadership of the PFIPC regarding the Federal Government’s declaration.

2. Investigations have revealed that the said Council has no legal or administrative backing, nor was it established by any instrument of the Federal Government. Consequently, its operations are unauthorised and fraudulent.

3. You are advised to disregard any engagement from the PFIPC and to notify the appropriate authority should they interfere with the statutory functions of the NIPC.
