The appointment of Brigadier General Muhammed Buba Marwa as the Chairman and Chief Executive Officer of the National Drugs Law Enforcement Agency (NDLEA) is quite appropriate and timely in view of his historic performances in all assignments during military and civil administrations.
The famous Lagos state Military Administrator has proven himself to be a person with integrity, wits and capacity to deal with especially undisciplined and rancorous environment as exampled in Lagos state.

In his known and usual characteristics, Marwa, on assumption of office at the NDLEA ,recorded seizures of quantities of illicit drugs worth billions of naira, which if allowed to filter into the society could have worsened the ongoing security situation of the country.
In his Leadership acumen,the no nonsense Chairman of the anti drug agency thought wise to appreciate and encourage officers and men of the organisation by settling backlogs of placements, promotions and other very necessary commitment
that can boost the morale of the gallant officers.
On assuming duty at the headquarters, Marwa was said to have met the officers and men of the agency at the lowest ebb and therefore thought wise to encourage them, hence the decision to constitute the harmonisation committee to redress the anomalies.

The task of the committee include settling the backlog of promotions and placing officers and men of the agency according to their years of service.
With the believe that all officers are committed to device and should be sincere , the Chief Executive Officer appointed some stakeholders who turned not worthy and credible to carry out such assignment, the result of which created apprehension.
The officers however who remained patient are waiting for the final decision of the management on the outcome of the exercise alleged to be marred by irregularities, wondering how those that have earlier failed previous promotion examinations are being touted for elevation above others.
Accordingly, Officers with lower qualifications are being placed over those with higher credentials, a situation that is capable of demoralising the device and consequently sabotage the command’s efforts in achieving its objectives.
That why he set up a special committee to look into the grievances of the ranks and file of the agency with the view to addressing the anomalies inherent that preceded his assumption of office, following several grievances arising from officers of the various cadres..
The committee turned out to be a set of saboteurs who are not only selfish, but planned a grand stage for the failure of the good intention of the Marwa administration, and to render the system completely impotent, by way of frustrating the officers who have toiled for years without adequate placement and promotions.
Findings revealed that the committee tasked with the responsibility to address issues of stagnation of promotions, proper placement as well as producing a correct seniority list of staff of the agency,ended up by producing an unacceptable report that promoted Juniors above seniors.
It was also gathered that the committee members callously promoted themselves and went ahead to recommend their favoured ones more than expected, ignoring the formal Civil Service structure, which has paved way to the avalanche of complaints by the officers.
Another dimension the committee took was the introduction of zonal quota for officers on level 11 and 12 which can not be explained in view of the existing states quota system for senior cadre.
The good news is that the Chairman and Chief Executive Officer of the agency has swiftly rejected the recommendations of the committee and has already set up another another one to review the dubious report in view the crass injustice put in place.
A source at the national headquarters of the agency said the leadership and management have taken a bold step to reverse the dirty work of the committee, by setting up a review committee that will ensure equity, Justice and compliance with civil service and command rules.
According to the source, Marwa, in a bid to boost the morale, has ordered that all pending placement, transfer and transport allowances for officers be settled without delay to enable them put their best in discharging their legitimate duties.
