Two Years On, Warri Ovoke’s Grassroots Revolution Is Taking Shape in Isoko South

Two years after assuming office as Chairman of Isoko South Local Government Area on July 15, 2024, Hon. (Comr.) Warri Ovoke Friday is being credited with driving a grassroots development agenda that is reshaping communities through infrastructure renewal, improved public services, and people-focused governance.

Across the council area, residents are witnessing visible changes in road infrastructure, education, healthcare, agriculture, economic empowerment, environmental sanitation, and public administration—an indication that governance is gradually translating into measurable development.

One of the administration’s most visible achievements has been the rehabilitation of critical road networks that had long hindered movement and economic activities.

Major interventions include the rehabilitation of failed sections of the Oyede-Irri Road, emergency repairs on the Oleh–Emede–Olomoro–Otor-Iyede Road, and improvements to the Idheze-Irri back road.

The construction of a new culvert on Ogbemudia Road in Oleh has further improved access for residents, farmers, traders, and motorists, reducing transportation challenges across the local government.

The administration has also embarked on extensive renovation of public facilities to improve governance and service delivery.

The Isoko South Council Secretariat has been upgraded with an ultra-modern gatehouse and improved security infrastructure, while the official residences of the Chairman, the Head of Personnel Management, and the Secretary to the Local Government have been renovated.

Solar-powered electricity installations at the council secretariat and the Chairman’s residence further demonstrate the council’s commitment to sustainable governance and energy efficiency.

To stimulate local commerce, the administration rehabilitated the Olomoro Market and Idheze-Irri Market, providing modern stalls and lock-up shops for traders.

The projects are expected to improve business activities, create safer trading environments, and strengthen the local economy through grassroots enterprise.

Beyond completed projects, several landmark developments are ongoing across the council area.

These include:

Construction of a modern administrative secretariat.

An administrative and staff block at Enwhe Comprehensive Grammar School.

A modern police station in Enwhe to strengthen community security.

These projects are expected to enhance public service delivery and improve learning and security across Isoko South.

Education has remained one of the administration’s priority sectors.

More than 18,000 exercise books have been distributed to pupils in public primary schools, helping to reduce the financial burden on parents while encouraging quality learning.

Teacher verification exercises and regular school inspections have also been introduced to improve accountability and raise educational standards.

The council has equally invested in strengthening healthcare delivery.

During the cholera outbreak in Ikpide-Irri, the administration responded swiftly to contain the public health emergency.

In partnership with the Omodu Foundation, residents benefited from free medical outreach programmes, while primary healthcare centres received medical equipment to improve service delivery.

The council also collaborated with the World Health Organization (WHO) on public awareness campaigns targeting HIV/AIDS and other communicable diseases.

Recognising agriculture as the backbone of the local economy, the administration distributed improved cassava stems across the eleven political wards.

Demonstration farms for pepper, potatoes, and watermelon cultivation have also been established to promote modern farming techniques, improve food production, and boost farmers’ incomes.

A total of ₦11 million has been disbursed as financial grants to small-scale entrepreneurs, enabling beneficiaries to expand their businesses and improve household incomes amid prevailing economic challenges.

The Warri Ovoke administration has also recorded progress in promoting peace and security across Isoko South.

The council successfully intervened in the leadership crisis in Idheze-Irri, facilitated peace initiatives in Olomoro, and worked closely with security agencies to address security concerns in Emede and neighbouring communities.

Through collaboration with traditional rulers and community leaders, the administration has continued to promote peaceful coexistence and protect lives and property.

Routine environmental sanitation exercises across Oleh, Irri, Emede, and other communities have helped improve environmental cleanliness.

The administration has also sustained annual Children’s Day celebrations, providing recreational opportunities and promoting social inclusion for children throughout the local government.

To improve administrative efficiency, the council procured official vehicles for both the Vice Chairman and the Leader of the Legislative Arm.

The initiative has strengthened institutional capacity and enhanced effective service delivery within the local government administration.

Stakeholder say one of the defining features of the Warri Ovoke administration has been its effort to restore public confidence in grassroots governance.

Rather than merely administering the local government, the council has focused on delivering projects and programmes that directly impact the daily lives of residents.

While acknowledging that challenges remain and several flagship projects are still under construction, many residents believe the administration has laid a solid foundation for sustainable development.

As Hon. (Comr.) Warri Ovoke Friday marks two years in office, the administration’s performance is increasingly being measured by visible improvements in infrastructure, education, healthcare, agriculture, security, economic empowerment, and public service delivery.

For many residents, Isoko South is gradually demonstrating that effective local government can serve as a true engine of development, where governance is measured not by promises, but by tangible improvements in the lives of the people.
